A quick primer
Zero-rated goods (like most food and children's clothes) are still technically "taxable supplies" at 0% — they count toward your £90,000 VAT registration threshold, and you can reclaim VAT on related costs. Exempt supplies (like insurance and finance) are outside the VAT system entirely — they don't count toward the threshold, and you generally can't reclaim VAT on related costs.

Your total taxable turnover — both standard-rated and zero-rated sales — measured on a rolling 12-month basis (not your tax year or calendar year). VAT-exempt sales don't count. You must register within 30 days of exceeding £90,000, or immediately if you expect to exceed it in the next 30 days alone.
